Perhaps, Planed Parenthood should set up shop in Mexico; and help the authorities (both secular & non-secular) integrate into the prevailing social philosophy that sex is also permissible for pleasure, not just procreation. And to help ensure that unplanned pregnancies are reduced, they may liberally distribute condoms and make the abortion pill more readily available. In other words, impart a philosophy of individual freedom and responsibility, and provide the means by which they can exercise that freedom.
