If I had it my way the majority of the stimulus would have been payroll tax cuts, see why <a href="http://econlog.econlib.org/archives/2009/01/smart_stimulus.html" rel="nofollow">here</a>, <a href="http://econlog.econlib.org/archives/2009/01/the_case_for_st.html" rel="nofollow">here</a> and <a href="http://hispanicpundit.com/2009/01/14/a-better-stimulus-plan/" rel="nofollow">here</a>. But yeah, I think they were too small! :-) Actually, I think the kind of tax cuts we are discussing, payroll tax cuts in the fiscal stimulus, are the best. If I had it my way the majority of the stimulus would have been payroll tax cuts, see why here, here and here.

He didn't promise a payroll tax cut, he promised specific tax cuts (or more accurately, tax rebates, see <a href="http://hispanicpundit.com/2008/10/27/quote-of-the-day-578/" rel="nofollow">here</a>) and <i>those</i> promises are now being rescinded. Semantics maybe, but still a promise unkept. What Mankiw is referring to is the specific type of tax cuts Obama had promised. He didn’t promise a payroll tax cut, he promised specific tax cuts (or more accurately, tax rebates, see here) and those promises are now being rescinded.

I would not say "Thanks Republicans!" any more than I would say "Thanks Obama!", because I think the tax cut was a bad idea. But, having said that, you and are in agreement that there has already been a tax cut, and it's a bit misleading for Mankiw not to take note of that. I think you kinda missed my point. Thanks Obama! But, if we wanted to be more precise, we should really say Thanks Republicans! Since Obama wanted almost no tax cuts in the "fiscal" stimulus bill as well - it was the Republicans that strong armed him and the Democrats into adding significant tax-cuts to the bill.
